The programme is aimed at young people from the age of 9 years. Young people from all villages in the Parish are welcome to join any of the sessions.

The sessions will be held as follows:

Stonebroom Sportsground - Monday 24th July and Monday 31st July from 1pm - 3pm
Mickley Recreation Ground - Monday 7th August and Monday 14th August from 1pm - 3pm
Shirland Village Hall Playing Fields - Monday 21st August and Thursday 31st August from 1pm - 3pm

We are looking for a self-motivated, hard working person who will ensure that the building is kept in good order, clean and safe and who is welcoming to our users.
We are seeking to appoint a part-time Caretaker to deliver high quality, efficient customer focused caretaking and cleaning services.
 
Key responsibilities include:
  • Opening and closing of the building for bookings and football fixtures
  • Cleaning including general areas, changing rooms, kitchen and toilets
  • Dealing with contractors and deliveries
  • Basic maintenance and inspections of the premises
  • Organising replenishment of consumables and ensure adequate stock of cleaning and hygiene supplies
  • Carrying out litter picking of the play area and sportsground
 
Desirable knowledge and skills required:
  • Experience in delivering high quality, efficient, customer focused caretaking services
  • Ability to work well with Councillors and the Clerk
  • Possess excellent communication skills
  • Flexible attitude as the role will carry ‘on call’ responsibility
  • Self-motivated with the ability to use your own initiative

THE DERBYSHIRE COUNTY COUNCIL

(PUBLIC FOOTPATH NO. 25 (PART) – PARISH OF SHIRLAND AND HIGHAM)

PUBLIC PATH DIVERSION ORDER 2022

THE ABOVE ORDER made on 30 November 2022 under Section 119 of the Highways Act
1980 will divert the whole width of that part of Shirland and Higham Public Footpath No. 25
commencing at Point A (Ordnance Survey Grid Reference (“GR”) SK 3897 6039) and
proceeding in a generally westerly direction to Point B (GR SK 3877 6040), a total distance
of 198 metres or thereabouts to a 5 metre wide natural ground surface footpath measured
from a point 2 metres from the base of the hedge line, at Valley View Farm in the Parish of
Shirland and Higham commencing from the aforementioned Point A (GR SK 3897 6039) and
proceeding in a generally west north westerly direction to Point C (GR SK 3894 6040), then a
5 metre wide natural ground surface footpath measured from a point 4 metres from the base
of the hedge line proceeding in a generally west north westerly direction to Point D (GR SK
3878 6045) and then a 5 metre wide natural ground surface footpath, measured from a point
2 metres from the base of the hedge line proceeding in a generally south south westerly
direction to Point B (GR SK 3877 6040), a total distance of 241 metres or thereabouts as
shown on the Order map.

COMMUNITY GOVERNANCE REVIEW OF SHIRLAND AND HIGHAM

TERMS OF REFERENCE

Introduction

North East Derbyshire is carrying out a Community Governance Review (CGR) in the Shirland and Higham Parish in accordance with Part 4, Chapter 3 of the Local Government and Public Involvement in Health Act 2007.
The Council has received a valid Petition from residents of Stonebroom requesting a CGR to consider a separate Parish for Stonebroom.  This could remove Stonebroom from the Parish of Shirland and Higham, making 2 Parish Councils.  The Petition contained 187 valid signatures from residents indicating that they were electors of the Stonebroom area.  The Council must therefore undertake a CGR in accordance with Section 83(2) of the Local Government and Involvement in Public Health Act 2007 (LGIPHA 2007) as amended.
The petition was accompanied by a map showing the area to be considered.  These are attached at Appendix 1. 
The Council is required to have regard to Guidance on Community Governance Reviews issued by the Secretary of State for Communities and Local Government in 2010. This guidance has and will be carefully considered during the CGR.
Section 81 of the Local Government and Public Involvement in Health Act 2007 requires the Council to publish its Terms of Reference in a CGR.  These Terms of Reference will be published on the Council’s website and that of Shirland and Higham Parish Council.

The matters the CGR is to consider are set out later in these Terms of Reference.

What is a Community Governance Review?

The Community Governance Review is the process used by the District Council to consider whether Shirland and Higham Parish Council should be replaced with 2 separate Parish Councils, one to cover Stonebroom, the other the remaining parts of Shirland and Higham.
There are a number of options with regards the outcome of the review depending on the results of the consultation. The CGR could recommend to Council that:
a there should be no change to the existing arrangements
b the existing parish should be replaced with 2 separate parishes
c a parish council should be established for one or both of the new parishes and if so, the boundary, names and the electoral arrangements for each i.e. how many councillors on each and the election cycle
d an ‘alternative style’ for one or both of the areas should be established
Note - The Local Government and Public Involvement in Health Act 2007 enables a parish council to be alternatively styled as a "village council", "neighbourhood council" or "community council”.

Under Section 93 of the Local Government and Public Involvement in Health Act 2007 a CGR has to ensure that community governance within the area under review will:
  • Reflect the identities and interests of the community in that area, and
  • Be effective and convenient
In accordance with the Secretary of State’s 2010 guidance, a CGR has to take into account the following factors:
  • The impact of community governance arrangements on community cohesion and
  • The size, populations and boundaries of a local community or parish
It must also take into account any existing arrangements such as community or residents associations or neighbourhood councils.
There are 2 stages to a CGR.
The first will gather opinions on whether Shirland and Higham Parish Council should be divided into 2 separate parishes, one for Shirland and Higham and one for Stonebroom.
The second will be the Council’s recommendation on the way forward.  The public will be able to comment on this.

Parish governance in our area
The Council believes that parish councils play an important role in terms of community empowerment at the local level. The government has also emphasised; “Ultimately, the recommendations made in a community governance review ought to bring about improved community engagement, better local democracy and result in more effective and convenient delivery of local services.”

Who undertakes the CGR?
North East Derbyshire District Council is responsible for undertaking the CGR.  The District has decided to set up a working party of councillors to carry out the CGR and report back to the Council.  The decision on the CGR outcome will be taken by North East Derbyshire District Council at one of its meetings. 
A full consultation exercise will form part of the CGR so that full account of the views of local people can be taken.  The Act requires the Council to consult the local government electors for the area under review and any other person or body who appears to have an interest in the CGR and to take the representations into account by judging them against the criteria in the legislation.
The consultation will include:
  • The publication of a notice and these terms of reference on the Council’s website and copies available for inspection at the Council’s main offices.
  • A copy of the Terms of Reference being sent to the Parish Clerk at Shirland and Higham Parish Council.
  • Shirland and Higham Parish Council to be asked to publish the terms of reference on their website and display on their notice board if they have one.
  • The Petitioner organisation be asked to publish the Terms of Reference on their website and/or display on their notice board (if they have one).
  • Sending a copy to the relevant County Councillors for the area.
  • Sending a copy to the Member of Parliament for the area.
Before making any recommendations, we will take account of any representations received.  The Council will publish recommendations as soon as practicable and take such steps as it considers sufficient to ensure that persons who may be interested in the CGR are informed of the recommendations and the reasons behind them.
The Council will notify each consultee and any other persons or bodies who have made written representations of the outcome of the Review.
The Council has notified Derbyshire County Council that a CGR is to be undertaken and that these are the terms of reference for the CGR.

What area is being reviewed?
The area being reviewed is the area on which the petition was based.  This is Stonebroom in Shirland and Higham Parish Council area.  This is shown on the map attached which was submitted with the petition.
In proposing any parish arrangements for this area, the Council is not bound by the area referred to in the petition or shown on the map accompanying the petition. 
As part of the CGR the Council has to provide the number of electors in the area.  If the Council recommends that a parish council should be set up, this information will be used to decide on the electoral arrangements, e.g. how many councillors on each parish council.
The Council has used the current Register of Electors in providing the existing electorate figures.  These are:

Will there be any additional costs to residents of the area?
It is recognised that there are potential additional costs associated with the establishment of a parish council.  The level and detail of these costs are something that would be determined by each parish council at the time a decision was made on the establishment.  It will be the responsibility of each parish council to determine the nature and level of its costs which will be linked to its activities and the level of support required to deliver these e.g. associated salaries, premises and any assets that might be transferred.
Reorganisation of Community Governance Orders and commencement
The CGR will be completed when the Council adopts the Reorganisation of Community Governance Order (the Order).  Copies of this Order, the map that shows the effects of the Order in detail and the documents which set out the reasons for the decisions that the Council has taken (including where it has decided to make no change following a CGR) are deposited at the Council’s Offices, on the Council’s website and at any contact points.
In accordance with the Guidance issued by government, the Council will issue maps to illustrate each recommendation at a scale that will not normally be smaller than 1:10,000.  These maps will be deposited with the Secretary of State at the Department for Levelling Up, Housing and Communities and at the Council Offices at Mill Lane.  Prints will also be supplied, in accordance with regulations to Ordnance Survey, the Registrar General, the Land Registry, the Valuation Office Agency, the Boundary Commission for England and the Local Government Boundary Commission for England.
An indication of when the provisions of the Order would take effect should be given.  For financial and administrative purposes this will be on 1st April in the designated year.
The electoral arrangements for a new or existing parish council will come into force at the next elections to the parish council.  These might be the next ordinary elections.  However, where the next ordinary elections are not for some time, the Council might resolve to modify or exclude the application of Sections 16(3) and 90 of the Local Government act 1972 to provide for the first election to be held in an earlier year, with councillors serving a shortened first term to allow the parish electoral cycle to return to that of the District.
Consequential Matters
General principles
The Council notes that an Order may cover any consequential matters that appear to the Council to be necessary or proper to give effect to the Order.  These may include:
  • The transfer and management or custody of property;
  • The setting of precepts for new parishes:
  • Provision with respect to the transfer of any functions, property, rights and liabilities:
  • Provision for the transfer of staff, compensation for loss of office, pensions and other staffing matters.
In these matters the Council will be guided by Regulations that have been issued following the LGIPHA 2007.  In particular the Council notes that the Regulations regarding the transfer of property, rights and liabilities require that any apportionments shall use the population of the area as estimated by the Proper Officer of the Council as an appropriate proportion.
Furthermore the Council notes the Regulations regarding the establishment of a precept for a new parish and their requirements.
District Ward and County Electoral Division boundaries
The Council is mindful that it may be necessary for it to recommend to the Local Government Boundary Commission to make alterations to the boundaries of wards of the District or Electoral Divisions of the County Council to reflect the changes made at parish level.  The Council notes that it will be for the Local Government Boundary Commission to decide if related alterations should be made and when they should be implemented and that the Commission may find it appropriate to conduct an electoral review of affected areas.
The Council notes that the Local Government Boundary Commission will require evidence that the Council has consulted on any such recommendations for alterations to the boundaries of District Wards or County Electoral Divisions as part of the review.  Of course, such recommendations for alterations may only become apparent during the course of the review.  Even so, the Council will endeavour to include any such draft recommendations for alterations at the earliest possible opportunity for consideration that will arise after they become apparent.
Where any such consequential matters affect the Derbyshire County Council, the Council will also seek the views of that Council with regards to alterations to Electoral Division boundaries in accordance with the government’s guidance.

What is a Community Governance Review?
A Community Governance Review enables a principal council such as North East
Derbyshire District Council to review, put in place or make changes to town and
parish council arrangements; for example, by creating, merging, abolishing or
changing town or parish council boundaries.
What is Community Governance?
Community Governance is the way in which local communities are represented at a
local level through the involvement of community groups, local people and statutory
and voluntary organisations. It provides the opportunity for local people to have
some input into decisions which affect them.
Who undertakes a Community Governance Review?
North East Derbyshire District Council is the principal council and is responsible for
conducting such reviews. The Full Council will approve the Terms of Reference,
Review Timetable and approval of draft and final recommendations.
What is a Town or Parish Council?
A Town or Parish Council is made up of Councillors who are democratically elected
every four years. The Town or Parish Council will hold regular meetings to discuss
issues which affect the area. Members of the public can attend the meetings. The
Parish Council will have a Chairperson. The Parish Council will have a paid Clerk
who implements decisions and provides independent advice.
What does a Town or Parish Council do?
A Town or Parish Council represents the interests of its community by providing local
services to meet local needs and improving the quality of life and community well-
being. They are responsible for local issues such as allotments, footpaths, open
spaces, community centres and supporting local crime initiatives.
How are Town and Parish Councils funded?
Town and Parish councils are funded through a sum of money called a ‘precept’ –
this is a separate charge which is added to the Council Tax and is collected by North
East Derbyshire District Council on behalf of the Parish Council.The Town or Parish
council sets its own precept to finance the services and facilities it provides.
How can residents have their say on the Community Governance Review?
All interested groups and residents will be invited to give their views. Where changes
to existing parish arrangements are proposed, we will consult with local residents by
writing out to each household and holding a public meeting.

Applicants should note that Councillors are expected to attend monthly meetings which are held on the 3rd Thursday of each month excluding December.

• the personal qualities that you would bring to the role and your interests in the Parish;

Job Vacancy

 Part-Time Parish Warden
 (Fixed-term 12 month contract)
 
Shirland and Higham Parish Council is recruiting a Parish Warden to help keep areas clean and tidy with the regular removal of litter across the public open space and footways.

This will be carried out in accordance with the relevant legislation and with specific emphasis on health and safety. All equipment will be provided.

The Parish Warden will also act as the “eyes and ears” for the Council, reporting any concerns or areas requiring attention to the Parish Clerk including any health and safety issues observed whilst undertaking the role.
  • The role is responsible to the Parish Clerk for day-to-day issues and the hours of work will be 15 hours per week, worked flexibly to accommodate the needs of the service.
 
  • The rate of pay is the National Living Wage, currently £9.50 per hour for anyone aged 23 or over. 
 
  • There are 20 days annual leave plus 8 statutory leave days (pro rata based on 37-hour week).
 
Please note that access to your own vehicle is essential to allow travel around the Parish.

Grass Cutting Contract 2022-2025

​Shirland and Higham Parish Council invite quotations for the carrying out of grass cutting services for a three-year period commencing on 1st April 2022.
​
Prospective Contractors should contact the Clerk for a copy of the quotation document and must ensure that they are completely familiar with the nature and extent of the obligations to be accepted by them if their quotation is accepted.  Any queries should be addressed to the Clerk.  The Clerk can be contacted at [email protected] or by telephone on 07912 270066.

​Have your say!

The  Shirland and Higham Parish Neighbourhood Plan Group want to understand YOUR preferences, opinions and ideas for the area and what goes on within it. 

The Plan is a vision for the future.  It cannot challenge the overall number of dwellings which the District’s Local Plan sets but it does give the community a direct say in defining the look and feel of new developments, the type of housing required and the design of each site to make it more acceptable for the community at large.  The Plan also enables us to identify the key strategic issues facing the area: e.g. traffic, environmental impact and how we want our green spaces and leisure facilities to grow and develop.

MICKLEY BMX TRACK - CLOSED

Due to further deterioration meaning parts of the track are dangerous the track is now closed.

The track will re-open following remedial work which is due to take place week commencing 11th October 2021. An order was placed with a specialist contractor for this work back in May 2021. The Parish Council accept no liability for anyone using the track during this time.

A number of notices have been posted on the site this evening.

COMMUNITY SPEEDWATCH SCHEME

The Parish Council are keen to hear from any residents of the Parish that would be willing to volunteer their time to help with a Community Speedwatch Scheme. Full training is offered by Derbyshire Constabulary.

At the Parish Council meeting on Thursday 17th June 2021 a resolution was passed for the purchase of a set of permanent goalposts for the children’s football pitch at a cost of £1019 plus delivery. The Council had agreed at a previous meeting to provide the goalposts for the children’s football team and the quotes obtained by Richard Hill were considered before the Clerk was requested to place an order.

Following representations from local residents, the Parish Council has held discussions with Derbyshire County Council’s Highways Department about the siting of a new shelter on Main Road Shirland just up from the junction with Church Street.  

The Parish Council would like to hear the views of Residents about this proposal, we would particularly like to hear from people that catch the bus in the village.

CHAIR THANKS LOCAL COMMUNITY GROUPS

At the February meeting of the Parish Council Chair of the Council ​Cllr A Brown took the opportunity to thank the following community groups and individuals who have gone above and beyond during the pandemic:
Danny, Lee and friends at Mickley for providing entertainment to families, dressing up at Halloween and handing out sweets and providing Santa and the sleigh at Christmas handing out selection boxes to the children in the village.  As well as Mickley the sleigh also visited other local villages.
Sara Street, Headteacher of Mickley School for collecting food from supermarkets each day and ensuring it is available at the school for local families.
Shirland 2020 – over 100 Christmas shoebox hampers were put together and distributed to residents aged 70 plus in Shirland and Higham.  These boxes were provided following nominations and distributed personally by members of the group.
Cllr A Brown mentioned that if she had missed any individuals or groups, if they can please let the Clerk know and she will then publicly thank them at a future meeting.
SHIRLAND VILLAGE HALL, PLAY AREA AND PLAYING FIELD

The Parish Council are delighted to announce that S106 monies applied for back in 2013 have now become available.  These funds are to be spent on providing indoor facilities inside the Village Hall and/or enhancing the adjacent play area and playing field.

We are keen to hear your views on what you would like to see provided in this area. 

The Parish Council are aware that works to improve the drainage of the site are a priority.

The Parish Council have been made aware that a number of cows strayed onto the playing fields on Monday 9 Nov 2020.
 Unfortunately this has left a number of holes and cow pats.  Users are urged to take care when walking dogs or using the field with small children. 




​MESSAGE TO CHESTERFIELD AND NORTH EAST DERBYSHIRE RESIDENTS FROM DERBYSHIRE’S PUBLIC HEALTH DIRECTOR
Hello, I’m Dean Wallace, Director of Public Health for Derbyshire.
It’s my job to protect the health of Derbyshire people and a huge part of mine, and my team’s work, is to help prevent the spread of coronavirus in our communities.
Despite all of our best efforts in sticking to the rules and doing the right thing, confirmed cases continue to rise across the county as they are nationally.
The Boroughs of Chesterfield and North East Derbyshire have now been placed on ‘high’ alert under the Government’s new three tier Covid system.
This means the following restrictions are now in place in Chesterfield and North East Derbyshire
  • Different households or support bubbles should not mix indoors – at home, someone else’s home, pubs, restaurants, hotels or other hospitality venues, leisure centres or shops
  • Outdoors people should stick to the Rule of Six, including children
  • If going on holiday, this should only be with the people they live with or that are in their support bubble
  • Family and friends can provide informal childcare as part of a childcare bubble. The bubble is limited to two households only so informal childcare is provided by the same carers each time
  • Only visit care homes in exceptional circumstances
  • All businesses, leisure facilities and other places that are allowed to open by law can remain open providing they meet Covid-19 secure guidance
  • Pubs, bars and restaurants and other hospitality venues close at 10pm. Drive-through services, click and collect and delivery services can continue after 10pm
  • You can take part in sport and physical activity outdoors but organised indoor exercise classes are only permitted if it’s possible to avoid mixing with people you don’t live with or share a support bubble with. There are exceptions for people with a disability.

Test and Trace data should continue to be collected in venues including pubs, restaurants, cafes, hotels and hairdressers and also cinemas, theatres and concert halls.
Of course we should all continue to wash our hands, stay 2 metres apart where possible and wear a face covering, unless exempt to avoid contracting the virus and passing it on.
I’d like to ask you all to follow this guidance to keep yourself and your loved ones safe. For parents and carers it also means making sure teenagers and young people are following the rules as they can pass the virus on to elderly or vulnerable relatives.
We all have a duty to do everything we can to stop the spread. I’m really proud of the way our communities have supported each other through this epidemic but this isn’t over – we simply cannot afford to take our eye off the ball.
I understand that it is frustrating but it is more important than ever that we all stick to the rules.

The Parish Council are pleased to announce that new items of outdoor fitness equipment have been installed at Stonebroom Sportsground.
Instructions are displayed on the items of kit and users can also download the Proludic Sports App. on their smart phones.

  • Organising replenishment of consumables and ensure adequate stock of cleaning and hygiene supplies
  • Carrying out litter picking of the play area and sportsground
 
Desirable knowledge and skills required:
  • Experience in delivering high quality, efficient, customer focused caretaking services
  • Ability to work well with Councillors and the Clerk
  • Possess excellent communication skills
  • Flexible attitude as the role will carry ‘on call’ responsibility

Theft from planters
​The Parish Council are extremely disappointed to be informed that on the evening of Sunday 31st May 2020 a large number of plants were stolen from four planters on Quarry Lane Stonebroom. These planters were provided by the Parish Council but are planted up, maintained and watered by two very kind residents who purchase the plants themselves and keep the planters looking beautiful for the benefit of local residents.

The Police have been informed and if anyone with any information could please pass it on by using the 101 number or emailing the details to [email protected]

Community Support Team

North East Derbyshire District Council has set up a Community Support Team to help provide advice and support to those affected by the COVID-19 virus.

The Council is inviting residents who are in need of assistance, to register with the Support Team. This will help to direct resources to the most vulnerable in the District. The necessary form can be found here https://www.ne-derbyshire.gov.uk/coronavirus-covid-19 or residents can telephone the District Council on 01246 231111.

Once registered the Council can co-ordinate and target support and help residents to access the services available. District Council staff will also be able to provide a friendly voice on the phone, giving callers someone to turn to if they need reassurance.

The Council is working with other organisations across the District including Shirland and Higham Parish Council to co-ordinate this response.
 
Latest Police Update

You will be aware that, as of 8.30pm last night, further measures have been put in place across the country to limit the movement of people, to help stop the spread of the coronavirus.

The new directions from the Prime Minister are that you may only leave your house for:

• shopping for basic necessities;
• one form of exercise a day;
• any medical need;
• travelling to and from work when “absolutely necessary.”

People are warned that:
• They should not meet friends or family members who they do not live with
• Shopping is only permitted for essentials like food and medicine, and people are advised to do it “as little as you can.”

Officers will disperse groups of more than two people who do not live in the same household, but we would anticipate that the vast majority of people will follow these new directions.

These are unprecedented steps for our county, region and country and we would urge everyone to help protect themselves, their families and the whole nation, by following the direction of the Prime Minister.

The Shirland, Higham, Stonebroom and Mickley Healthy Futures Partnership (the Partnership) wants to improve its knowledge about what activities, services, groups and classes are currently provided locally within Shirland, Higham, Stonebroom and Mickley. 
 
A Shirland, Higham, Stonebroom and Mickley Healthy Futures Partnership - Community Activities and Services Survey has been formulated in order to gather information from local residents.  The purpose of the survey is to inform the Partnership what people are currently attending and what they feel is missing from their community in terms of community services, activities, groups, sessions and/or classes within the Shirland Ward.
 
The Healthy Futures Partnership would be grateful if local people could complete the survey. Shirland, Higham, Stonebroom and Mickley Healthy Futures Partnership - Community Activities and Services Survey.  Completing the survey should not take no more than five minutes. The deadline for the survey to be completed is the 14 February 2020.

    Stonebroom Sportsground

    The Parish Council would really appreciate your views on what type of children's play equipment you would like to see provided at Stonebroom should the current children's play area be extended in the future.  If you  could complete the following short survey by Friday 7th February 2020 it would be much appreciated.

    This consultation is being carried out following recent requests from a number of residents for additional play equipment and now the Parish Council is very keen to see what type of equipment residents would like to see provided.

    Outdoor Fitness Equipment - Stonebroom Sportsground ​- Consultation now closed.

    As a result of the recent consultation the Parish Council is currently seeking quotations for the installation of a fitness bicycle, a rower and a stepper at Stonebroom Sportsground.

    The Parish Council would really appreciate your views on the possibility of the provision of outdoor fitness equipment in Stonebroom and would be grateful if you could complete the following survey by Friday 18th October 2019.

    ​This consultation is being carried out following requests for this type of equipment from a number of parishioners and now the Parish Council is very keen to find out what residents of the Parish think to this idea.

We don’t know what this winter will bring but we don’t want to be caught off guard.  This is why we would like to hear from you now if you are interested in keeping main pavements and other footpaths in your local area clear.  Full training is provided by Derbyshire County Council and all grit is supplied in 25kg bags.

​Your Council working for Your Community

Shirland and Higham Parish Council owns the Village Hall and its site in Shirland, the Parish Sportsground, Pavilion and MUGA in Stonebroom, the Shirland Cemetery, Play Areas in Shirland and Stonebroom, a selection of bus shelters, grit bins and lamp posts,   and holds the Stonebroom Recreation Ground in Trust.  It also administers allotments in Mickley and Stonebroom.  It is responsible for dog and litter bins, oversight of footpaths and hedges etc., and is consulted on planning matters by the District Council.  In order to ensure proper representation of local matters it works closely with County and District Councils, the police and other agencies. 

In order to ensure proper representation of local matters it works closely with County and District Councils, the police and other agencies.  Twelve Councillors are elected for a period of four years and the Council meets every month except December at Santos Higham Farm.  The public are welcome to attend and 15 minutes is allotted to the public for them to raise issues or comment on parish matters.  A separate Parish Meeting is held in March when the public can raise any matters and vote on resolutions – although the Council is not obliged to act on them.  The Annual General Meeting of the Council is held in May when the Chairman and committees are elected.  
The Parish of Shirland and Higham is the southernmost parish in the District of North East Derbyshire and is extensive geographically, extending from Oakerthorpe in the south to Stretton in the north and bounded between west and east by the River Amber and the Morton Brook.   The four villages which make up the Parish each have their separate and distinct identities and characteristics.
